No more zzp'ers from 2025
As of 1 January 2025, companies will no longer be allowed to have self-employed persons without staff (zzp'ers) work as false self-employed. This is the result of stricter laws and regulations from the government aimed at countering sham arrangements and abuse.
Employers must demonstrate that there is a genuine client relationship and not a disguised employment relationship. The aim is to ensure better protection for workers, such as the right to social security and a fair wage.
This measure may have major consequences for sectors that make extensive use of zzp'ers, such as construction, healthcare and the creative industry. Many companies and freelancers fear higher costs and complexity, while trade unions and interest groups welcome the measure for the fairer employment conditions it brings.
More details on enforcement and the practical consequences are expected in the coming months.
